Bethel's kit is a tooltip nightmare, which initially led to her being underrated. Over time, however, she's slowly established herself as second only to Azure in pure damage output across pretty much all forms of content in Water.
What sets her apart is her insane single-tile performance; basically, Bethel gets scaling damage against single targets, but flexible, parcel-based damage distribution when dealing with multiple enemies. The end result is a kit that's capable of both bursting and grinding out longer stages without sacrificing any power in either.
She offers less alternative utility than Sharona, and has an arguably lower OTK ceiling than Regal, but she's so extremely competent at handling practically every situation that it's hard to imagine her lower than the border of SS.
Final note: Bethel has a myriad of synergies with other Water units, which can either be used to absolutely break her damage potential, or drag otherwise poor units into playability. This gives her a lot of mileage over her competitors, who often demand very specific team comps around them.
